Financing approaches for REDD have become an issue of active debate, but there is now a growing consensus on the "Basket of Approaches" idea, which would combine different sources of funding for different aspects of REDD in different time periods, as explained by the Union of Concerned Scientists.
In January 2009,the World Bank released the technical report " Development and Climate Change: A Strategic Framework for the World Bank Group." In this document it states that it will approach forest in "holistic manners", but it highlights how its Forest Carbon Partnership Facility is supporting Redd projects.
