A paper by Jade Saunders and Ruth Nussbaum suggests that countries that improve their forest governance and address illegality are more likely to achieve reduced deforestation and benefit from potential REDD investment.

An updated version of " Who owns the world's forest" report , written by the Rights and Resources Group, shows that only a few of the 30 most forested countries in the tropics have made significant changes in forest tenure since 2002. Most are in Latin America, with Brazil responsible for much of the global progress showing a 56% increase in the forest area owned or designated for use by communities and indigenous peoples. If approved, REDD can put a new premium on clarifying forest-related property rights.

The report "Deforestation in Land Reform Settlements in the Amazon", from Imazon, reveals how poorly planned land reform in the Brazilian Amazon basin contributed to the destruction of 15% of the forest.

The State of the Amazon: Satellite Images for Evaluating Forest Management Plans” shows how governments can monitor and license forest areas more efficiently. The report was written by Imazon.
